Excellent proposal, almost the same as in
https://design.blog.documentfoundation.org/2016/07/31/how-the-navigator-may-support-object-handling-in-libreoffice-draw/
The problem with layers is that ODF defines it differently from what other
tools understand. The concept is orthogonal to groups, which quickly ends up in
a mess for non-experts.
The Navigator is not used today because it has some flaws. I would fix those
rather then introduce new UIs. But in the end we will have the same
interaction, I guess.
