Yes this same thing was discussed on friday in the design session for
revamping charts that it would be useful to not have to go into edit mode to
manipulate the chart, as all other office suites have it in this manner.
The image capabilities that Sophie mentions wouldnt have to be lost.
One additional comment:
My idea in this bug report covered also Math Equations, not only charts. Just
for if it wasn't clear
