Tooltips have a removal timeout, typically set to 5s (defined by the OS/DE). So
the restriction to show the tip for overfilled cells only is not the only
mitigation.
The suggested addition should be the default for content that is cropped. So
yes, please show a tooltip for those cells.
Btw, Excel neither has this neat red triangle nor shows a tooltip for the
overlong content.
