Interesting approach to have a new toolbar popup that is filled with all the
missing buttons.
Yes doing the horizontal list/toolbar popup rather than the vertical menu might
allow dialogs/pop-outs to function normally. Not sure how involved a change of
the "plumbing" for the toolbar -> overflow to menu list becomes. But seems it
would be a better UI.
Visually we'd of course want to drop the labeling that now shows on the menu
for the button widgets if organized into a horizontal list/toolbar popup.
