How about a properties dialog for images that allows to enter name,
description, caption (if available), and positon & size? I would also include
the line properties and image options (brightness, contrast etc.).
Otherwise consistency first so both belong to the format menu.

Authoring tools should provide an option from an objects context menu...
Surprising how demanding the specs are sometimes. This paragraph should be
changed as the tool is responsible how functions are presented. Without a use
case, scenario, workflow, or any reason, this statement makes no sense.
