You may check this page http://www.opendocumentformat.org/. But why don't you
take a look at the LibO Base solution? ODF might enhance the specs to deal with
cell images but never deal with all the other requirements.
Another idea is to apply not only a color to the cell background but bitmaps
like for areas. Is that covered by the ODF spec, Stuart?
