<Ctrl>+<Alt>+<DOWN> or <UP> are defined and show in the Tools -> Customize:
Keyboard tab as assigned for Writer--they are not assigned globally.  So they
can already be reassigned if needed when conflicting with OS or DE assignments.

I just verified they do work correctly for Windows installs. Where in Writer,
make a list as individual paragraphs, then select just one...

<Ctrl>+<Alt>+<UP> does move the item up, <Ctrl>+<Alt>+<DOWN> moves the item
down the list.

Paragraphs with line breaks, and wrapped multiline paragraphs also move when
selected.  As do multiple selected paragraphs.  So is all is correct in LO.

I can't think of something wrong with the previous shortcuts (ctrl+up/down)
so I would suggest putting those back in place?

As to changing the keyboard shortcut--IMHO the "three" key assignment to be
appropriate--as a two key <Alt>+<DOWN>/<UP> or <Ctrl>+<DOWN>/<UP> while
available, would cause inadvertent movement of selected text/paragraphs set
with <Shit>+<DOWN>/<UP> block selection.

Better to retain the positive control of a "three" key combo.

The <Ctrl>+<Alt>+<DOWN>/<UP> movement of selection has been that way forever.

I've added a musty old issue from OOo days --April 2007-- to the see also,
dealt with the <Shift>+<Down>/<UP> selection and affect on style of the
selected paragrapah when moving with <Ctrl>+<Alt>+<DOWN>/<UP> -- one of yours

As an aside, I don't believe there is a keyboard accelerator or UNO keyboard
action to call the Sort dialog, to apply to a list of single entry paragraphs
as selected, but I don't think that is the issue being discussed.
