For 5.0.0rc and current master Split Table has been removed from context menu,
so it now is only available as an action from the Table -> Split Table main
menu item.
On the Table toolbar the associated .uno command and its dialog has never been
available to add as a Visible button, or as a user Customization.
Believe it would be reasonable UI, and good UX, to provide it as an option for
customizing the Table toolbar, especially with general efforts to rework
context menu.
Setting New and back to Writer.
