In Draw and Impress you need to double-click the icon to make the tool
persistent.

Any idea how an average user would know that this was possible.

I would prefer changing in Writer/Calc too. As Jay already suggested.

To clarify, I had suggested :-

1) Unify all the apps to continuously insert shapes until it is deactivated (it
can easily be disabled with the escape key, a single click, clicking the select
button, or clicking on another object)

2) Make impress and draw multi-insertion, as drawing shapes is a primary
feature, and writer and calc single insertion, as drawing shapes isnt a primary
feature.
