I assumed that the "Do you want the first line to be used as column header?"
dialog remains. That's why the user has the choice. The result of this dialog
is then asked with pDBData->HasHeader(). See also bug 65178.
Thus, your case should be handled fine, if you set the header row with the
dialog.
