I concur that this should be seen as a bug.
If I'm scrolling through a large document to find some particular position, I
absolutely do not want the view to change randomly to wherever the cursor was
left just because an autosave happens to occur at that moment.
Autosave in particular should be as transparent as possible, though I don't
particularly see why a manual save should move the view either. View position
and cursor position are separate for a reason, and neither should be changed by
actions that aren't individually relevant to one or the other.
