Stumbled on a user (https://twitter.com/dangillmor/status/561613904237715456)
who wanted to have documents default web layout over print layout and the
solutions available on ask libreoffice (
http://ask.libreoffice.org/en/question/1835/changing-the-default-layout/ ) are
to write a macro or create a new template with web layout set in it.

I think both solutions are bandages and not real solutions and this feature
should be selectable in Tools > Options > LibreOffice Writer > View.
