Set bug 64278 to NEEDINFO while any UX discussion proceeds.

To me it is pretty low impact issue, but if it is a simple code fix would be
more consistent to disable the Close button when there is no active LO
component, leaving Exit LibreOffice   Ctrl+Q as the only option to exit.
