To see visual examples what I am talking about here, see the example document that I have just added to fdo#61993 with description:
'examples of what is considered "dark" across a range of colours'
Makes perfect sense to me. If we had the choice, I would even increase the luminance to 70 or more, but it might be better to just use the Microsoft value (60).

However, I cannot say what consequences this has for themes. We might just change it and wait for bug reports?

Thanks
