Does Windows7 still comes with Times New Roman?
Yes it does (Windows 7 64bits Professional).
It comes to my mind to ask then what is the purpose to bundle fonts in
the package... Why Bioline, Déjà-Vu, Linux Libertine, etc... and then no
Liberation?

May be there an internal style or template that use these fonts, so they
get bundled ?
