Windows 7 Professional Service Pack 1 (64 Bit)

There are files in:

    C:\Program Files\LibreOffice" which are the default for 64 bit programs.

    and

    C:\Program Files\LibreOffice\help\en-US

    LibreOffice 6.1 Help Pack (English (United States))

Look in the Programs and Features control panel to see what versions are
installed.

"file:///C:/Program%20Files/LibreOffice/help/en-US/text/swriter/main0000.html"
and displays correctly in browser.
