That helped but I think I found a bug.
I changed 'KDE:System Settings/Application Appearance/Colors/Colors tab/Tooltip Background' to 
brown and it worked but the tooltip text is black.
I changed 'System Settings/Application Appearance/Colors/Colors tab/Tooltip Text' to white and the 
text is still black.
