Very easy: F2, Space, Enter applies a dummy change to the formula which is forced to recalculate then. Like any other cell function, RANDBETWEEN(min ; max) recalculates when any of the input values change. =RANDBETWEEN(A1;B1) recalculates when either one of A1 or B1 has been modified. In most cases the function is used with constants as in =RANDBETWEEN( 1 ; 100 ), so the recalculation will never be triggered. =INT(RAND()*(max-min)+min) +1 makes use of the volatile RAND function. It recalculates on every change in the whole document.
