Hi :)
I don't know if there is an official policy about this.  The devs list probably 
have the best ideas but i wouldn't have noticed if they have drafted a policy or 
guidance about it.  Ideally something would be done roughly and then sent to the 
Documentation Team to get tidied-up i guess but i haven't noticed anything there 
yet.  I think both the devs and the documentation teams are very busy right now 
but when things slow down a bit they might get a chance to settle this sort of 
thing.

Is there an "official" procedure for when there's already an OOo bug
report? 

The wiki page you linked suggests adding references to existing OOo
bugs, so I guess we should always fill a new bug at freedesktop.org?
