It depends on the type of request.  Design are great.  Those beautiful icon sets 
are from them.  This guide about bug-reports might help you

I think i would probably post a feature request as a bug-report but mark in the 
subject line that its a feature request or "wishlist" item.  There probably is a 
special place for requests.  Let us know what the request is (in very brief) and 
maybe we can help point you to the best place?
