We use HP printers (4000, 8150, 4300) with Envelope feeders here at our
office. We have a problem with printing envelopes where when you select the
tray/envelope feeder it wants to resize the envelope down, and does (need a
magnifying glass to read). I have tried using the envelope wizard/insert,
and just manually setting the page size to #10. It says "To scale to fit to
#10 Envelope, select Continue. To keep Paper Source at its previous setting,
select Cancel." and also says the paper size is US Letter, however under
format page it is either "user" if you use the wizard/insert even after
selecting #10, or #10 envelope. Also under Styles and Formatting palette
page tab it is set to envelope, which when modified takes you back to
"Format Page". What am I doing wrong?

This is a bug inherited from OOo. See http://www.openoffice.org/issues/show_bug.cgi?id=108961

Perhaps you could file a bug report for LibreOffice. Perhaps they will fix it sooner. It has existed since OOo 3.2.0.
