I just installed the latest version of LibreOffice (3.3.0) on an XP box and
tried opening a password-protected Calc file which was created using the
latest OpenOffice version.  After entering the correct password, an error
message, "Can not load library 'DLBAPRP.DLL. Using defaults. Error: 126"
appears.  After hitting "OK" several times, the file opens without any other
apparent problems.


Have not seen (and cannot test for) that problem.
When you search for "DLBAPRP.DLL" on the web, there are many different situation related to that error message. Maybe that give you a clue?
