There are many ways to do that in Writer, and your best pick will
depend on what you are trying to do. Here are three possible options:

1) Use a line shape (Insert > Shape > Line > Line). Insert the line
while pressing the SHIFT key to make sure it is fully horizontal or
vertical. Once the line is inserted, select the line (there will be a
small blue square at each end of the line) and select its properties
(Format > Text Box and Shape). You will be able to pick the length
(width) and position (horizontally and vertically) of the line with
much accuracy. Once the first line is in, you can copy it and paste it
back in your document (or insert a new line); note that when you paste
it, the new pasted line will be exactly over the initial one which may
lead you to believe it did not work (but it did). Select that new line
and give it the same treatment as the first one for size and location.
2) Use TABs. The easiest will probably be to click in the ruler at the
top of the page to insert a tab stop and then to edit the stop (Format
> Paragraph > Tabs). The stop you will have inserted will be on the
dialog; select the fill character to be the underline and hit OK. Then
just insert a TAB in your document. You can then vary the length of the
line by moving the tab stop with your mouse. To insert a new line, just
apply the same change to a new paragraph, with a new TAB, etc. To
change the spacing between two lines,change the paragraph spacing
(Format > Paragraph > Indents & Spacing).
3) Use the paragraph borders. Add a bottom border, making sure the
"Merge with next paragraph" property is NOT ticked. Insert as many
blank paragraphs as needed, changing the spacing as with the TAB
option. To change the length of the line, use the right paragraph
border on the ruler (the symbol that looks like a little house at the
right of the ruler). Click and drag the marker (the little house) to
the left with your mouse to adjust the length.
