Mike -I don't actually know the answer to your question but, since the .odp format is fully open and documented, and the .ppt* formats are not, it might work better to have PowerPoint open a .odp file rather than have Impress try to save a .ppt* file.
https://support.microsoft.com/en-us/office/use-powerpoint-to-save-or-open-a-presentation-in-the-opendocument-presentation-odp-format-94805e84-1b09-4c98-a8b5-0da2a52242a0 has a table that 'shows which PowerPoint features are fully, partially, or not at all supported in the OpenDocument Presentation (.odp) format'. In particular, for Entrance/Exit animations it says 'Partially supported': 'Animations that can't be supported by ODF are changed to an Appear or Disappear animation'. This doesn't seem to be directly related to your issue, since clearly your transition was working with a .odp file, but it does suggest problems with at least some transitions.
