Which Configuration you have at
Tools> Options > Security > Options? : Block any links from documents not
among trusted localc
If this is  activated, you can't automatically update your document.
In Germany it is a recommendation from the BSI to deactivate it.

Did some more testing.
Fedora 42
Version: 25.2.7.2 (X86_64)
Build ID: 520(Build:2)
CPU threads: 8; OS: Linux 6.17; UI render: default; VCL: gtk3
Locale: en-US (en_US.utf8); UI: en-US
Calc: threaded

Here is what I had happen before.

Would open the streadsheet with this
libreoffice staffingCampusA.ods
It would then link to CONTACTD/moredir.csv and morestaff.csv

Now it doesn't updated info. Tried adding 1000 to the first field of both
files before opening, but after opening it still shows same data.
Used Edit External Links and it shows status as unavailable?
Click on update for both links, and data remains the same.
Try breaking links and recreating links, and redoing update, and again no
changes. Then break links, and save spreadsheet.
Reopen, and redo the links again, and it works just fine?? Data is then
updated. But try again, and no updates?

My other option that does work, is open the 3 files together, and then
manually copy the cell from the two cvs files to the correct locations.

libreoffice --infilter=CSV:44,34,76,1,,,,true morestaff.csv
CONTACTD/moredir.csv staffingCampusA.ods

The staffing pattern file is only updated ever 3 months, and the moredir.csv
comes from Campus Directory, that has changes much more often.

Even tried touching the files before opening spreadsheet thinking it might
be seeing the speadsheet as being newer than files, but made no difference.

So for moment, have modified the script to option the 3 files, and do a
manual copy since external link is showing Not available, while files are
exactly there, and then clicking on update changes that to Manual, but it
isn't updated??
