I could be wrong, but I suppose there is no language-specific download.
If I'm not wrong, the only installer available from libreoffice.org 
contains multiple-language interfaces.

You didn't mention the operating system you use.

For LibreOffice 25.8.0.4:

Recently, I installed  the German version of
LibreOffice 25.8.0.4 and changed / activated
the layout  language to "English"

Now this happens:

When I open an English language text, the "B" (BOLD) and "I" (Indent) do not work.
When I open a German-language text,  both the "B" (Bold) and the "I" (Indent) work perfectly.
