Hi John,
I don't think I knew that - and, after brief reflection, cannot think why a master document would need a different file format.  Ach - something else to learn ;-)
Master document is a document, which includes many other documents. You could create a standalone-document of this master document as a Writer document. You have to remove external links in this document.
Doing this for every new German Base Handbuch here to upload the guide as *.pdf and also *.odt.
