Does someone open and save the document using MS Office before you get 
the document?

Are the docx-documents opened in Google Docs again?

You could look into the package (docx is a zip-archive) and see, what 
markup belongs to these bookmarks.

Perhaps these bookmarks are remnants of some change tracking or 
collaboration?

Such bookmarks are mentioned in [MS-OINTXML]. Is the associated 
namespace 
http://schemas.microsoft.com/office/intelligence/2020/intelligence 
contained in the docx file markup?

I have got a Google Docs account and have got MS Office. But sorry, I 
don't know how to generate such bookmarks.
