Yes, LibreOffice can create HTML files, but it cannot produce modern websites.

If you want to use it similar to Writer, then you can start with File > New > HTML Source. The UI is a little bit different from a normal text document. Especially, you get a toggle between Web-View and source text in the standard toolbar.

LibreOffice can do simple things like paragraph formatting with <style>-element.

Save and open is in the file menu at the same places as for normal text documents.

libreOffice has the ability to create XML Form documents. But I do not know how that works. RobertG on Ask forum can likely help you if you want to learn more about it.

If you only want to export to an HTML-file, that there is the additional way of File > Export > XHTML.

You can use an XSLT to convert to HTML. That is related to menu Tools > XML Filter settings. The filters themselves are in the folder .../share/xslt.
