It sounds like you are using a Windows 10 or 11 computer. I think the problem will be found in your Administrator account settings. I'm not sure exactly where but it is not directly related to Libreoffice. Sometimes a simple restart will help. Also, you may have to check Task Manager to see if some component of Libreoffice is running (maybe in the background).  Whatever the issue is it is related to Windows and your personal computer and not to anything done by or for Libreoffice or the Document Foundation.

Libreoffice and the Document Foundation do not have access to your computer.   For sure Windows and its settings can be daunting to understand. If all else fails, seek the help of a Windows professional.

You might also make sure that your security defenses (Antivirus, Windows Defender, etc. are up-to-date and running.
