. I downloaded libre office several times. I even rebooted my computer
several times and I still get these error messages when I try to open
Libre.  they are missing files here they are msvcp8140.dll and
vruntime140_1dll
I have tried others but I hate them I want my Libre Office back it is the
best out there.

Seems like you are using Windows and I don't know much about that, but have
you tried what's suggested here?
