That didn't work for me.

I followed the steps you gave (slightly different prompts, but the
steps were there).

On the page after the manual break, I set the page style to my
'Converted2' style,
which has no headers or footers. This worked, but...

That reset all the following pages to Converted2, which I don't want.
I set the newly added page to have the 'Next Style' be my 'Converted3'
style, which has both a header and a footer.

That reset the current page back to Converted3 as well as all the
following pages.

The result is no effective change at all. I don't get it.

So, after manually adding the page break, you should have the newly added page, the page /after/ the newly added page and the page /before/ the newly added page.

If so, did you set the "Next Style" on the page /before/ the newly added page to 'Converted2' and then set the "Next Style" of 'Converted2' to be whatever style you want applied to the page /after /the newly added page?   I was able to create a test document that had 3 pages.  Page one has page style "Default", page two has page style "MyCustom", and page three has page style "Default".  I'm using 24.2.5.2 on Arch (Manjaro) as well.

Once you have your page styles setup, you might have to manually update the page before the "special" page and the "special" page to have the correct "Next" styles.  Also, you should be able to choose the style to use for each individual page, without the subsequent pages being changed.
