That is current LibreOffice BZ issue tdf$158112 (https://bugs.documentfoundation.org/show_bug.cgi?id=158112)

Meanwhile, rather than the 255 MS ANSI ALT Codes you can simply enter the Unicode value and toggle, that is type U+201C and use <Alt>+x. Or <Alt>+c for some locales.

Any Unicode BMP or SMP is available (with font fallback by os/DE as needed). The LibreOffice Special Character Dialog has a character map that will help you to identify the Unicode.
