You can use LO Writer to encrypt a document using PGP but LO will do so by calling a programme 
external to LO which will depend on the OS you are using.

For Windows, you will need *gpg4win
*For Linux, you will need *gnupg* which is usually present in most distributions of linux*
*or MacOS, you will need *GPGTools*

This supposes that you already have created your own public/private key pair which you do with one 
of those tools mentioned above.
