I should know this but don't.

How and where do enhancement requests get submitted?

Here is som information about reporting bugs and stuff, such as information
about what a bug report should look like, some rules to follow and so on:
https://wiki.documentfoundation.org/QA/BugReport

For enhancements you go to the same place as where you file bug reports:
https://bugs.documentfoundation.org/enter_bug.cgi.
You need to have an account, so you need to create one if you don't have
one already. I think it's fairly straight forward.
Now log in and you'll see a listbox called ”Severity”. Among the things you
can select there is ”enhancement”.
Then don't forget to fill in all the other fields and boxes you find there.

Kind regards

I recently came across UI features in Calc that are inconvenient and
usability would be improved if they are changed.

To illustrate the differences.

In both cases the column being filtered is the result of a calculation and
is formatted as US$.
