I would interpret the OP's problem differently. It sound to me that he would like a full page width 
header (or footer) which goes to the edges of the paper and does not get limited by the page 
style's margin settings.

I've tried to do that in the past.  It isn't possible to set the the header margins to a negative 
value within the page style > header settings.

But if you go to the corresponding header *paragraph style*, and click 'modify', then in the 
'indents and spacing' tab you can set 'Before text' to a negative value.

You can also click in the header and manually move the left and right markers in the ruler. This 
will change all the headers of that paragraph style in the document.  This is the easiest solution, 
at least for me.
