That's a feature of Windows (or at least the display driver). 
Ctrl+Alt+Left/Right/Up/Down rotates the display. Generally, with the 
monitor oriented landscape, Ctrl+Alt+Up returns to the correct rotation. 
It shouldn't affect the behaviour of LibreOffice though, unless you 
changed something in LibreOffice while trying to work out how to get the 
rotation back to normal.

As far as I'm aware, that's the way it usually works. Shift+Down selects 
the current cell and the one below it. You can immediately press 
Shift+Up to remove selection of the lower cell, leaving only the cell 
the cursor was originally in selected.
