Have you got this to work? I assume that you're setting the behaviour by unchecking the 'Allow row to break across pages and columns' check box in the Text Flow tab of the Table Properties dialogue? I tried it and it worked. If it really doesn't work for you, it might help to specify what operating system you're using and what version of LibreOffice.
