Hi Peter and all:
When you create a Conditional Formatting you can use a formatting
existing or create a new of it. In whatever option you select, you can
see the style done in the Style Option Menu because it is Style.

It seems, you are using an older user profile, because the order of
items is different and the sub-menu "Sheet" is missing. Please rename
the entire user folder and then start LibreOffice again. Do you see
the missing items then? And please compare the menu with your
screenshot. Do you see differences?
