They should be stable now--our calculation of line heights for Windows builds was changed to bring it in line with Linux and MacOS with tdf#55469 <https://bugs.documentfoundation.org/show_bug.cgi?id=55469> for the 5.3.0 release. There is some potential this may still need to be tweaked but I believe it is intended to remain as it is now. The issue some folks are having is with differing font metrics of fonts installed to OS or even between distributions.
