You probably have Tools | Options... | LibreOffice | Accessibility | Options for high contrast appearance | Use automatic font colour for screen display ticked. Remove the tick. (You may need to reload any document before its display will change.)

With this option ticked, the text is coloured in the document file and will print as coloured - but does not display as such. You can see the true text colour in Page Preview - unless you also have Tools | Options... | LibreOffice | Accessibility | Options for high-contrast appearance | Use system colours for page previews ticked.

Should I open a bug report?

Probably not.
