I did a clean install of Ubuntu 16.04 which uses LO vers 5.1.4.2.
When I look at my .config file I see /.config/libreoffice/4/user. Why
the '4', I expected '5'. Is this normal.

Yes, completely normal. When 5 was first developed, it was deemed
unnecessary to change/rename a users existing profile. For continuity,
new 5 installations also use 4 in the profile path.
