If the drawing objects are anchored "to cell", they grow and shrink as rows and columns are added and removed within the area of the shape. If anchored "to page", they do not have that behaviour.

If you need the shape anchored to cell (e.g. so that it moves down to stay with the text as rows are added above it), you can fix its size by selecting the shape then Format > Object > Position and Size > Position and Size > Protect > Size.
