I've never done this in LO, but IrfanView - & XnView - has the
ability to write something upon an image;
these - and maybe others - can be found at Gizmo's

How can the words on the mail merge label be written on top of an image in
Writer?
What happens now if the image is moved to background is that a white box
with the words covers the image. If the image is moved up one from the back
then it is over the words.
