Thanks for your reply! Yes, playing the videos in VLC works. I was more
interested in finding a solution for less technical users (I'm not a
Windows user myself), and possibly filing bug reports if this was a new
problem.
Anyway, as I understand it LO on Windows uses DirectShow for video, but
Microsoft no longer uses these filters, so the old adage that if it
works in Windows Media Player it is also supported in LibreOffice isn't
true any longer.
I did make sure to install DirectShow filters for H264 (ffdshow), but
I'm not sure how to make sure that they are working.
I'm not even sure how well it does work with the filters installed,
there are a lot of "No" on this page:
