I think, a description of the goal is missing. You have surely read the blog post https://design.blog.documentfoundation.org/2015/12/13/style-your-tables/ It describes a lot of problems and even does not cover all (for example handling of number format is missing). It makes no sense to describe technical details like what class is needed, when it is not clear what problem you will solve and how the solution will fit into the bigger picture.
Additional, a remark on the details: A ODF table style is already written to file for the table:table child of a draw:frame. The AutoFormat of Calc and Writer is stored in a file autotbl.fmt in the directories preset/config and user/config. It is a binary format.
