In LO 5052, this dropdown window has disappeared, it is not anywhere
immediately obvious in the sidebar, and I don't appear to be able to
find it in the menu structures or any of the other toolbars that are
shown when attempting to edit the image.

Where has this functionality gone ?

Not sure it has all the effects you are looking for but have you tried  View
-> Toolbars -> Image to launch the "Graphic Filter" toolbar?  Available for
use on images selected on Draw, Impress and as the "Image" toolbar in Writer
and Calc.
