It appears that although Writer is closed, Windows does not remove the
lock from the file.
I believe that if you <ctrl><alt><del> and stop LibreOffice or restart
you machine, you will then have read access.
This has worked for me previously.
It has not happened to me under Linux.
Confirmation of this would be welcome.
