Nope. The line is set to 0.13" from the margin.
How can you know that? With the scale set to 1:10, the position shows
as 1.25", not 0.13" or anything like it. Where are you getting that
figure from?
With the display zoom set to 200%, if I change the position from
1.25" to 1.34" (both of which round to 0.13" at a scale of 1:1), the
line jumps visibly when I click OK. That contradicts what you
suggest: the two values produce different line positions.
I think the ball's in your court: can you tell us, please, what you
are doing to make the behaviour different for you? ("Nope" doesn't
quite cut it.)
