I got this solution emailed to me shortly after posting this message. "The probable reason is that the User interface language is not set as English UK to match that of the Help Pack. Go to Options -> Language settings -> Languages -> User interface and change the default (probably US English) to English UK." That's exactly what it was. The locale setting was for English UK whereas the UI settings was for English US. It's strange that these would be different. I think they should be the same, at least when the software is first installed.
